La surtaxe d'équivalence est un régime spécial de TVA, obligatoire en Espagne (à l'exception des îles Canaries, Ceuta et Melilla) pour les commerçants détaillants qui n'effectuent aucun type de transformation des produits qu'ils vendent, c'est-à-dire pour les commerçants indépendants qui vendent au client final. Elle s'applique aussi bien aux personnes physiques inscrites comme indépendants qu'aux communautés de biens.

Elle ne s'applique pas aux activités industrielles, aux services ou au commerce de gros. Certaines activités sont exonérées, notamment les bijouteries, les boutiques de fourrures, les concessionnaires automobiles, la vente de bateaux et d'avions, d'objets d'art, les stations-service et les établissements vendant des machines industrielles ou des minéraux.
